If St. John has a millionaire's row, Peter Bay is it. And if Peter Bay has an unofficial mayor, it is Jack Andrews.
He came to St. John in the eighties and made a deal on this jigsaw-puzzle piece of land that snaps between national park boundaries on the North Shore Road, intending to sell most of it back to the national park and the Trust for Public Land.
When the government money didn't materialize, he partitioned the land into 17 lots. "We had to develop it to pay off our obligation." And so the exclusive Peter Bay Gated Community was born..
